As regards the 4th paragraph of

Mr Severn's despatch, it was made quite

clear in paragraph 3(a) of Lord Milner's

despatch No.10 of the 11th of January,

1921, that any actuarial investigation

could only be undertaken on the under-

standing that all present members of the

Scheme would abide by the result whether

it might be to their financial advantage

or otherwise. You will, no doubt, con-

sider in the light of Mr Young's observa-

tions, whether you wish to proceed with

the question of such an actuarial investi-

gation.

6. To turn now to the matter of the

adoption of new tables prepared on an 8%

basis. I cannot agree that paragraph 3(c)

of Lord Milner's despatch No.10 of the

11th of January, 1921, was intended to
